Xbox Boss Denies Silent Hills Rumour
Head of Xbox, Phil Spencer, has denied the rumour that Microsoft were in talks with Konami to purchase Silent Hills.
@GoReds42093 @Xbox Sorry, this isn't true. Not sure where the rumor started but I don't want to mislead anyone.
— Phil Spencer (@XboxP3) May 30, 2015
Apparently, Microsoft were hoping to secure the deal in time for E3 and were ready to fork out as much as $1 billion for the rights to the IP.
It was also stated that the game was 80% done and could have been ready for release as early as March 2016.
Unfortunately, any hopes that Silent Hills might have been resurrected have been swiftly dismissed.

I believe the total was rumoured to be over $10 billion. Microsoft isn't exactly low on cash, but that's more than the Silent Hill series has made in 9 games. There's no way it would return that investment even if they just re-released everything - which is the cheapest way to get titles out, and then not by a huge margin.
